Moving files to debian/
Description of the change
As far as I can see there are 2 major ways for packaging branches inside canonical:
1. branching all the code and then you can merge your packaging branch with trunk (i.e. packaging and trunk have a common ancestor)
2. a branch with debian dir
This merge proposal is achieving #2.
