Check user with RBAC if RBAC is used

Extend ExternalAuthInfo to support the case where RBAC is used for
authentication/authorization.
If a user has the admin permission, it's an admin in maas.
If a user doesn't have any permission in RBAC, it's disabled in MAAS (and thus not allowed to log in).
