Change from '+' to '.' in alias names to work with schroot 1.6.10+

In a fix CVE-2022-2787, changed to dis-allow '+' characters in
schroot names or aliases.

The change here is simply to swap from using a '+' to delimit
component to using a '.'.

Check the exit code of tar when extracting a root file system.

Nothing was checking the exit code of the 'tar' command.
Tar could fail for many reasons including permission or
filesystem full.

If tar failed, sbuild-launchpad-chroot would just continue on.
The user would likely fail in a less obvious way later on.
