Only load mac80211_hwsim driver once per boot cycle

Load/unload the driver multiple times during the full test run can lead
to kernel side crashes inside qemu. The reason for those crashes isn't
known yet.

Fine tune the suspend resume test case to work much better

We're not much interested in the result of the 'systemctl suspend' as
we will fail anyway afterwards when NetworkManager didn't perform the
right actions in the mean time.
