Use dpkg utility from se-test-tools snap

Using the snap is the best we can do if dpkg is not available on the
host which can't be guaranteed.

Don't use /tmp to store built results

As documentation-builder runs inside its own snap-space the /tmp
directory is independent and not the same as in the host space.
Therefor we can't use it to share build results.

tests: rework tests to be manual instead of automated ones

Somehow the execution of /snap/bin binaries was working before in
devmode was working before but now fails. Converting test cases
to manual ones for the time being.
