1269. By Monty Taylor on 2010-01-12: Removed the apparent ability to disable builtin plugins. We don't actually support it
so presenting an option to do it is silly. Additionally, add options to differentiate
between building and default loading dyanmic plugins. And - actually - fix the building
of non-default dyamic plugins (we weren't doing it)
