d/p/lp2031345-recreate-swap-file.patch: Reduce SWAP size if current SWAP is larger than needed (LP: #2031345)

This is an optimization to SWAP usage. If the user reduces the amount of RAM
the instance has, the SWAP file no longer needs to be as large as it is, so
this change optimizes disk usage by reducing the SWAP size.
