Merge #2242

2242: Add IdleHub and IdleHandler r=AlanGriffiths a=wmww

Alternative to #2230, using `@RAOF's` suggestion. After implementing both, I agree this is the superior (albeit somewhat more complex) design. No tests until I get feedback that I should move forward with it. It now dims the display after 5 seconds, and turns it off after 10. Based on top of #2224.
