Merge with upstream pyflakes 0.5.0

Actually with bzr revision 2698 of lp:divmod.org, which is pyflakes 0.5.0 with
one patch (r2688, adds WindowsError as a known name).

Differences remaining in my branch:
  * doctest support
  * warning filters
  * command-line help
