A partial cleanup of some store-services: charmlibs, packagereview, publishergw snap{audit,auth,deltas,devicegw,find,ident,models,revs,ratings,stats}
 - remove references to OLS_WHEELS_DIR
 - build the hybrid charm
 - use the build-{name}-charm job group
 - add build-{name}-asset to some services
 - add swift secrets for some store services
 - move charm and asset job into project-templates.yaml as they are not related to the other jobs in project-charm.yaml
