Enable support for Nuage VSP

This is pretty much a 'disable everything' type change; vsp will always do
migrations from the neutron-api charm and requires a minimal plugin config
file for early unit life-cycle restarts of neutron-server.

This can all be dropped once neutron is removed from this charm.
