It probably depends on how the terminal is configured, but in most cases, I'd say yes, they should work fine (accents in the French translation and Chinese and Japanese glyphs work as expected).

New German translation tested (yes, the umlauts show as expected) and added to the new inkscape-docs trunk (0.92), rev. 520.
I also updated all the translation files with the new 96 dpi default resolution (see bug #1472813).

The generated POD files are available in the application trunk, rev. 14286.
