Import documentation to common branch

The network-manager snap has a different branches per track, but there
are some things that are shared across them, specifically
documentation. We will include it in the common branch and then share
by using git submodules. In this first commit we are importing the
docs folder from the master branch, which was last modified by commit
bfdc2f08. From now on, that documentation is considered deprecated and
the reference will be the documentation in the common branch.
