factory: drop the-tool template, implement snap-bootstrap protocol, add recover mode

Simplify the-tool operation to implement the snap-bootstrap protocol, where we
call it in the loop getting list of mounts, until there is no more mounts to do.
At this point, proceed with the boot.

add snapd.recovery-chooser-trigger.service for early trigger detection

Add snapd.recovery-chooser-trigger.service that launcher `snap-bootstrap
recovery-chooser-trigger` to detect recovery triggers early in the boot process.
Pull it into the basic.target, since there's no real dependency on any of the
later stage operations.
