fix: retry vault migrate command

`_set_vault_configured_db_flag` might return `False` (noop) in case when
regiond is not yet started, leading to an issue in `_get_unconfigured_regions`
because it requires DB flag to exist (which will be populated later).

fix(env_builder) don't try and restart maas-agent manually

maas-agent is an implementation detail of maas-rackd. The fact that it
needs restarting when rack config changes is modelled by systemd
already via `BindsTo`
