implement requesting a ban review after a configured time and some basic testcases

bot owners note that config group 'commentRequest' is now 'request'
'request.ignore' now defaults to "FloodBot? FloodBotK? ChanServ"

Description of the change

implement requesting a ban review after a configured time

it also implements some basic testcases, run them with
"supybot-test <branch-name>/Bantracker"
