Update watch file to use git mode

Using the GitHub API causes many problems, bad uversion number and hence bad
orig tarball name, Bad root directory name in tarball etc..

So the solution is to use mode=git. This provides a correctly named and
symlinked orig tarball and a correct root directory name in the tarball.

Update watch file to use GitHub API.

The GitHub line in the watch file broke as a result of GitHub changing their
web UI releases page. Changing to use the tags page would work but given the
release page breakage, it could happen to the tags page.

So the solution is to use the GitHub API. The file found is just named as
the release, no extension, hence the filenamemangle is also changed.
