* added planet_lib.inc: generic (non module-specific) routines.
* extracted and fixed planet_lib_how_long_since()
* planet_user_feeds()
  - fixed arg() parameter t
  - extracted apparently unused block to planet__fetch_feed(arg(3));

  Since a "Planet" is usually a place where bloggers administer their own feeds,
 i think it is up to them to decide if an article should made it to the planet o
r not. So, the "Recent Items", "Auto-Publish" and "Convert to Blog" features hav
e been replaced by the "planet" menu entry going to a single page, where all the
 planet feeds are regrouped together.

  New Features:
  Added "administer own planet feeds" permission.
  My Account->Planet Feeds, entry.
  You can now select the filter format you want in "planet settings".
  When you add/delete a feed, all the items and nodes from that feed are also ad
ded/deleted..
