d/rules: call testr instead of testr-python$$PYMAJOR to run tests

python3-testrepository provides the 'testr' binary but no package in
Focal provides 'testr-python$$PYMAJOR' (2 nor 3), and since this source
package provides only a python 3 binary there is no need to test with
python 2.
