meta-sync-ring.c: simplify openGL version check to only check
the major version number. Make the COGL_DRIVER_GL check a bit
safer.

Disable frame sync when used when OpenGL version used by the driver is < 3.0.

This is a reasonable cutoff to prevent a critical problems with older cards,
as the nvidia 7000 series appears to be the last card series to use anything
older than this.
