autoupdates: Limit run time to 10 minutes each

No matter what happens, we want mintupdate to run eventually, so although
we'd prefer for flatpak and cinnamon to finish their update before launching
it, if they take forever, just abort the update.

Give them 10 minutes each as a maximum time to do their business.
