Update language_packs info

Using 24.04's version of language-selector-common.

Provide a data/pkg_depends for check-language-support.

Ubiquity uses check-language-support (from the language-selector-common
pkg) to identify the langpacks to keep/install.

By providing this path we allow it to use it as such:

check-language-support -l fr_FR -d /usr/share/linuxmint/mintlocale/

Use /etc/locale.conf if it exists

It looks like Debian is starting to support /etc/locale.conf which
is default in other distributions.

This file doesn't exist in Mint 21 and prior versions.
In Mint 22 /etc/default/locale is a symlink towards /etc/locale.conf
so we should write to /etc/locale.conf if it is present.
