csm-manager.c: Listen to the power schema 'lock-on-suspend' setting instead of
the normal screensaver setting of 'lock when the screensaver starts'.

Fixes the case where the screen wasn't being locked when hibernate was called.
Sleep worked according to the correct setting only because csd-power listens for
sleep command from systemd (but not hibernate.)
