fix salt API usage wrt environment variables

Environment variables cannot be passed as part of the command anymore. They
have to be passed in this weird format:

  [CMD, 'env={KEY1: "VALUE1", KEY2: "VALUE2"}']

The idea is that inside the string, after env=, you put a YAML-formatted hash.
