Do Linaro version numbering a new way.

The old way slightly abused some existing features. This led Ubuntu to
undo the versioning changes (anticipating possible build failures from
dim configure scripts etc.). The new one merely changes the default
value for the --with-pkgversion switch, and so add nothing new. Most
distros will override this, of course, but hopefully they should still
acknowledge Linaro.
