fossa-sanbernardino: Add a TLP configure to disable TLP for LP: #1897536

David@Dell confirmed that we follow the same as 18.04 osp1 to remove tlp from the image.

Alex Tu:
Because of Dell request to follow the way of beaver-osp1-sanbernardino to remove TLP from focal re-enabling. So we now get rid of this issue: https://bugs.launchpad.net/somerville/+bug/1897536. I will resign this bug back to you.

Leon:
The TLP is depended by oem-somerville-meta.
So, the TLP can not be removed from manifest.
We'll add a TLP configure file to disable TLP.

But, the SRU process is not finished yet.
