hybris: add hook for freeaddrinfo and getaddrinfo

We also need to hook freeaddrinfo and getaddrinfo ti workaround
API incompatibilities of the addrinfo struct which has a different
size in bionic than on glibc.

This reverts commit a1c93c82d07427cc406833f4eb7f6967dd60ca24.

Bring back requirement for 4.7 toolchain as it seems to cause regressions
on some target devices.
