Remove version from PKG-INFO file

Having "Version: X.X.X" in PKG-INFO makes "python setup.py --version"
return a warning message, and X.X.X as the version, which is not
correct.

Just removing that line fixes the output.

Update min tox version to 2.0

The commands used by constraints need at least tox 2.0. Update to
reflect reality, which should help with local running of constraints
targets.
