This is in aid of a planned future move of the git hosting
infrastructure to a self-hosted instance of gitea (https://gitea.io),
which does not support the git wire protocol at this stage.
This update should result in no functional change.
Ironic change the logic to first unbound the port and
then delete it. In such cases We need to handle
this mlnx_sdn_assist to send Port delete request.

The existing logic in the mlnx_sdn_assist mechanism driver means that a
port may be bound, even if the port's network's physical network is not
allowed for the driver. This change fixes that.
