Indicators: add TimeFormatter and use it in the messaging menu

This component can be used to turn a timestamp and a format string into a
string with the corresponding time and format. The string will change whenever
the timezone changes.

OSKController area shouldn't cover the indicators' bar

Since ubuntu-keyboard surface area doesn't cover the indicators' bar,
OSKController should follow suit. Otherwise the OSKContoller's internal
InputFilterArea (and others) wouldn't perfectly overlap the graphical
keyboard rendered by ubuntu-keyboard (i.e. the opaque part of
ubuntu-keyboard's surface).
