Move pkttyagent killing to add_hooks_info()

This ensures we only kill the agent after all the hooks have been run.

hookutils: Spawn pkttyagent before running commands through pkexec

This is needed to properly attach to the running session. `--fallback` means
that if there is an agent running already (e.g. GNOME Shell) then a new one
won't be spawned.

Code inspired by systemd.
