Use a credentials file instead of the default system store

The script is designed to be run from cron. The LP API's default auth method
makes this impossible, so we store our credentials in a separate file.

If we haven't run in SINCE days, check for uploads in that period.

That's instead of the time since we last run, to avoid having to fetch huge
numbers of SPPHs in the event that the user doesn't upload that frequently.
Also, uploads that old are less likely to be interesting to watch for bug
reports.
