Apply exceptions at report stage and apply exceptions to deps too

For example, if we have

exception: gnome-shell (source) -> ubuntu-desktop
gnome-shell-common (binary, from gnome-shell source) depends yaru-theme

We really want the gnome-shell exception to apply to yaru-theme too.

So to do this, move the exception handling logic to packageset-report,
when we read the germinate output, and look at the "why" field. If we
see that this references a package with an exception, apply the
exception here too.

TODO: Apply recursively. Keep recursing the "why" field until we either
find an exception or get to a top-level seeded entry.

Explicitly add an exception for debian-archive-keyring. It's a "sensitive"
package and as such probably should be in core.
