postinst: do not run cloud-id if cloud-init did not run

cloud-id will only do anyting useful if cloud-init ran and fails
otherwise (e.g. in a chroot while building an image) so do not run it at
all if /run/cloud-init/instance-data.json is not present.

Subst distro info (#1730)

d/control|d/rules: use substvars for distro-info for Xenial deps

Xenial is specific and requires distro-info >= 0.14ubuntu0.2.
Bionic and later should be >= 0.18ubuntu0.18.04.1.
Leave Trusty unset because we haven't released support which
requires distro-info on trusty.
