Description of the change

This PR contains the intended content for the 27.6 release of ubuntu-advantage-tools.
The release is better described in this SRU bug:
https://bugs.launchpad.net/ubuntu/+source/ubuntu-advantage-tools/+bug/1958556

Additionally, we have also already uploaded this package into our staging ppa:
https://launchpad.net/~ua-client/+archive/ubuntu/staging/

u-a-t 27.6~22.04.1 landed in jammy-release and built fine on all the architectures. I verified that the diff between this and the Jammy upload consists only in the d/changelog entry. I'm proceeding with the upload.
