These changes enable the use of the keyword "TRANSL:" in code comments as a way to mark specific comments that should be copied to PO[T] files, and by extension to the translation user interface in Launchpad.
This makes it clear which comments are intended for translators, and it also prevents non-translation

When generating PO[T] files, only use code comments starting with "TRANSL:"
for notes to the translators. "TRANSL:" is filtered out of the POT file
