Add unity-scope-snappy to desktop seed.

Description of the Change

Add unity-scope-snappy to desktop seed for managing snap installation and uninstallation.

Note that unity-scope-snappy relies upon the WebDM snap, and will not work out-of-the-box unless WebDM is also bundled in the image.

To test:

1) Get WebDM installed. Unfortunately, WebDM is not yet available in the Personal channel, so you'll need to download it from another and sideload it. For example:

wget `curl http://search.apps.ubuntu.com/api/v1/package/webdm | perl -pe 's/.*"anon_download_url":\s*"(.*?)",.*/\1/'`
snappy install webdm*.snap

2) Launch the scope
3) Install/uninstall snaps!
