Remove some conflicts/replaces that aren't in Debian that I missed in the
merge. We no longer ship any Kubuntu versions in the supported upgrade
path that need these.

  - Don't add libchm-dev (it's in Universe)
  - In kcolorchooser don't add conflict/replace kcoloredit
  - Don't advertise chm backends in okular-extra-backends description
