main.tex:
use tocloft package to provide a table of contents that *looks* like one,
that is, that has leader dots that connect the chapter name at the left
to the page number at the right. Also add a pdf bookmark for Contents
since tocloft seems to break/preempt the previous method for adding this

ubuntu-developer-manual.tex:
removed from ubuntu-developer-manual.cls stanzas having to do with table
of contents which seem to do nothing.
