9. By Kyle Nitzsche on 2010-03-05: put navig graphics in lib/navig/, let Makefile html-site copy them to build/$lang/images, and let html-site.xsl set the footer to look in images/ to find them.
Altogether this fixes an error (where people who did not have doctemplate installed would not see the navig graphis) and makes those graphics customizable per project.
