some refactoring.
created getPhotosJson() to get the data for all current camera uploads.
in GetXameraUploads(), now stop getting thumbnails after maxTime (seconds)

getCameraUploads() working. called from getPhotos()
* on entry, when there are no files in the camera_uploads cache folder
* after pushing results

It gets from DB thumbnails from newest to oldest (but skips if the thumb
already exists in cache camera_uploads)

It currently uses cache photos.json. This is created in getPhotos and so
will not exist on first use. So I need to seperate that code from getPhotos()
to call it when photos.json does not exist and is needed.
