UBUNTU: Delete files when rsyncing $DEBIAN/rules.d

Add --delete to the rsync command for this directory in
debian.hwe-edge/etc/update-from-zesty-master so that it will pick
up the removal of the powerpc files.

UBUNTU: [Config] Remove powerpc architecture build

powerpc build support was removed from zesty. Also remove it from
files in debian.hwe which we do not sync from zesty master. Also
remove the changes in "UBUNTU: drop powerpc from the architecture
lists" as these are no longer needed.
