Add: resource job pulling Zapper setup capabilities

The job added here connects to Zapper and pulls all the functions that the
current setup can perform. The list is formated in a checkbox resource syntax,
so it may be directly used as a template for template-units or as a requirement
in other jobs.

This patch makes the test exit with a graceful message instaed of a backtrace

Fix: fail buildstamp jobs on core when N/A

Previously, when the buildstamp job ran on core and wasn't able to get an
actual information about the buildstamp it printed nothing and returned 0,
making the tar exporter choke on empty array of lines.
This patch ensures that the job either yields some info or fais.

Add: flag to network.py to inhibit toggling of IFs

When running iperf tests the network.py test turned off interfaces other than
the one in test. This caused two probems. First, some systems have interfaces
that cannot or should not be disabled. Second, if the test crashed or has been
stopped while testing it made the system cut off from the network.

Add: better information when GW ping fails

When the gateway ping test fails due to SO_BINDTODEVICE error it is easy
to see the real cause of failure. This patch makes the wrapper look for
this information and explains why the test failed.

Add: configurable SSD disk read threshold

Instead of hardcoded 200 (MB/s) the disk_read_performance_test now
checks for DISK_SSD_READ_PERF environment variable and uses that as a
threshold for the read performance. If the variable is not present it
will default to 200MB/s.
