Follow up to revision 8 with some future-proofing.

* .bazaar/plugins/pydev/directory.py
  (PyDevDirectory): Make sure the environment variable $PYDEV_USER
    overrides the config option 'pydev_user' if both are present.
    It doesn't matter now, but it might someday.
