When creating compositing threads, add the observer only after we're ready to service scheduling requests. Silo0's USC was resizing surfaces as a result of DisplayListerner::add_display, which would deadlock on schedule_frames. (essentially, a callback-with-held lock problem)

Adds calls to InputReport to mir::input::android::InputSender

Untill recently InputDispatcher was also responsible of informing about input publishing and
response receival. Now with the switch to SurfaceInputDispatcher this has changed.
That responsiblitiy should rather be fulfilled by the InputSender.
With this change shells that replace InputDispatcher can now also rely on those trace points.
