Upstream commit c7084edc3f6d67750f50d4183134c4fb5712a5c8 ("tty: mark
Siemens R3964 line discipline as BROKEN") backport applied as part of
upstream stable update to Linux 5.0.8 disables the n_r3964 module.
Update the Ubuntu configs to remove the broken module. Also remove
the module from the modules list.

serial drivers. As in the generic kernel we set it to 'y'
which keeps things as they were before.
