gpg{,sm}: Recommend gpg-agent, dirmngr; suggest keyboxd

gpg-agent is necessary for working with private keys; and dirmngr
is needed for the --recv-keys functionality which is commonly
expected to work.

keyboxd is the new way of working with public keys, but we have
just disabled it as it completely breaks the --keyring arguments,
so we do not need to install it by default...
