Disable usrmerge code on noble+ as they ship symlinks in base-files, and the code is incompatible (and no longer needed) (LP: #2054925)

* Disable usrmerge code on noble+ as they ship symlinks in base-files,
  and the code is incompatible (and no longer needed) (LP: #2054925)
* Also adapt the other changes to merged-usr handling for hirsute+ such
  that we do not deviate in that case statement from jammy. This will also
  fix setting up chroots on e.g. jammy
