[r=julian-edwards][bug=][author=rvb] * debian/maas-region-controller.maas-region-celery.upstart: Add region

[r=andreserl][bug=][author=rvb] This branch performs the packaging changes required by the upsteam changes in https://code.launchpad.net/~rvb/maas/refactor-celerysettings/+merge/126816. More precisely, now that we have two different celery config files (one for the cluster controller and one for the region controller), the new config file and the common file need to be linked and the cluster controller needs to use the config file named celeryconfig_cluster.py as its Celery configuration.

100. By Andres Rodriguez

[r=andreserl][bug=][author=andreserl] * debian/maas-region-controller.postinst: Cleanup upgrade rules.
* debian/maas-cluster-controller.postinst: Fix 'local' usage.
* debian/maas-common.install: Install celeryconfig in appropriate location.

[r=andreserl][bug=][author=julian-edwards] Split packaging into maas-region-controller, maas-cluster-controller, maas-cli, python-maas-client, maas-common

98. By Jeroen T. Vermeulen

[r=rvb][bug=1055523][author=jtv] Set CLUSTER_UUID in the local celery config during cluster postinst.

97. By Raphaël Badin

[r=jtv][bug=1055935][author=rvb] Make the celery worker listen to the 'master' queue in addition to the default 'celery' queue.

This is a temporary workaround to cope with the fact that task routing is already in place and that the cluster tasks are routed to nodegroup.uuid already. Fortunately, right now, nodegroup.uuid = 'master' for the only existing nodegroup.
