[r=henninge][ui=None] ArchiveArchSet.getRestricted() was completely
 ignoring its 'archive' argument which meant that that if a
 restricted architecture is enabled for one PPA it will be
 enabled for *all* PPAs. This fix makes it use the archive argument.
